The design of the horizontal stripes and the white-blue-red colours of the flag date back to the time of the tsars, under the reign of Pierre Legrand between 1682 and 1725. The colours of the Russian flag traditionally reflect the colours of pan-Slavism, a political doctrine advocating the political union of all Slavic peoples. The white color symbolizes freedom and independence, blue represents the color of the Virgin Mary, protector of Russia and the red color symbolises power and sovereignty. A more contemporary interpretation of the Russian tricolour, albeit informal, specifies that white would be the emblem of peace and purity, blue the colour of faith and fidelity and red the blood shed by patriotism or strength and energy.

The Russian naval war flag has a blue cross on a white background and the Russian bowsprit (on the bow of Russian warships) can sometimes be seen during official ceremonies flying the Russian bowsprit flag: a flag bearing a blue cross on a red background on the white cross.

Another symbol found on many Russian flags is the Russian coat of arms from the Russian Empire: a red coat of arms with a double-headed eagle (with two heads) crowned.
